Prepare for this change by factoring out the uring_lock accesses under these functions into helpers. Aside from the helpers, the only remaining access of uring_lock is its mutex_init() call. Define a struct io_ring_ctx_lock_state to pass state from io_ring_ctx_lock() to io_ring_ctx_unlock(). It's currently empty but a subsequent commit will add fields.
